Media Type and Department Condense

Users have raised flags that Import and Import Overwrite Contacts have inadvertently duplicated Media Types and Departments. While this issue seems trivial, it had affected the default Media Type and Department for contacts created manually and created a mass-overwrite issue when condensed.

This bug has been fixed so that duplicate Media Types and Departments could never be created and that Null imported data was auto-assigned as "None" for both. All clients have been updated with this patch.
